LEAD Information and FAQs


Welcome to LEAD 2019! This year we will begin our program at historic Faneuil Hall in Boston. Check-in opens at 8:30 am and the program starts at 9:30 am. We recommend that you arrive early to mitigate issues with traffic and allow plenty of time to find seating. Food and drinks are not allowed in the building, but there are coffee shops in neighboring Quincy Market where you can purchase and enjoy drinks and food prior to the beginning of the program.


At 11:15 am, once the morning program has finished, we will walk to the Massachusetts State House. Snacks will be waiting for students outside of Faneuil Hall. If interested, grab a snack to eat on the way to the State House. Hold onto your trash and throw it away in the State House or in a trash bin on the way to the State House. You will follow volunteers for the appropriate route to the State House, and can follow along with a map in your folder. Please reach out to one of the volunteers at LEAD if you have any questions or concerns during the walk.


Upon arrival at the State House, you may encounter a line for security which involves putting any bags through the machine and going through a metal detector. Due to the high number of individuals who will need to pass through security, we highly recommend that you wear no metal and bring no more than one small bag and empty pockets.

Lunch will be provided at the State House followed by optional lobbying. As you register, please note any dietary restrictions so we may accommodate you.


Registration will close when capacity for legislative panels is reached. Unfortunately, there will be no on-site registration. Due to limited capacity at both venues we encourage participants to register as soon as possible.*

Directions and Parking


Parking is very costly and limited in Boston near Faneuil Hall and the Massachusetts State House. We strongly recommend using the MBTA.

  • Green Line  North Station, Park Street, or Government Center
  • Orange Line to State Street or Haymarket
  • Red Line to Park Street
  • Commuter Rail to North Station or South Station

If you are unfamiliar with downtown Boston, exit the T station and use your phone’s GPS for walking directions to 4 S Market St, Boston, MA 02109. All stations listed above are less than 0.5 mile from Faneuil Hall.


Legislative Agenda


At the State House, you will have the opportunity to lobby your elected officials, advocating for bills and issues that most interest you. View NASW-MA's legislative agenda for LEAD 2019 on our website.


Registration Instructions

Several 45 minute panels are available for students to participate in. Each panel will correspond with a bill or issue on our legislative agenda for LEAD. When registering, please indicate your top two choices for a panel you would like to attend and we will try to accommodate you as best we can. 


If you are lobbying after lunch, please indicate that while registering. After you are finished registering for LEAD, you must make an appointment with your State Legislator. You may lobby for ANY bill, regardless of which panel you attend. Follow the steps below to make an appointment with your State Legislator:


  1. To identify your State Legislator, go to
  2. You can make an appointment with your State Representative, State Senator, or both! Click on the name of your State Legislator.
  3. Then, you will be directed to their page on the State House website, which includes their office’s contact information. The best way to make an appointment is to call their office. (Note: Some legislators share office space with others, especially if the office is part of a larger committee, so you may be directed to a receptionist or phone menu of legislators.)
  4. If you are directed to a receptionist: "Hello, I am a constituent of Representative/Senator ____ and would like to schedule a meeting." They will then direct you to their aide responsible for scheduling.
    1. Speaking to the aide: "Hello, I am a constituent of Representative/Senator ____. I will be at the State House on March 25th as part of the National Association of Social Worker's lobby day and would like to set up a meeting with them to talk about bill ______."
    2. Aide will likely say: "Great, what time were you looking for?"
    3. You: "I would be interested in a 15-30 minute meeting at 1:00 pm, if possible."
  5. Several situations can occur from here, and they are all okay.
    1. The legislator themselves are not available that day/time but an aide is. Aides are crucial in the legislative process as there are literally thousands of bills filed each session and aides help push the important ones to the top of the list for the legislator. If you are offered a meeting with an aide, we strongly encourage you to accept.
    2. The office is not available at that time. Try calling your other State Legislator to see if they can meet with you, or see if they are available 15 minutes before or after 1:00 pm. If not, contact us.

Please note that we expect several hundred students to be making appointments with their legislators, many of whom most likely have the same State Legislator. It is important you state that you are with NASW so that you can be slotted together and not miss an opportunity to meet with your legislator if available.


Payment Instructions

After entering your information, you will be directed to pay. The cost to attend LEAD is $25. If your school has given you a code, enter the code into the corresponding box and hit submit. Congratulations, you are registered for LEAD 2019!


If your school does not have a code, enter your payment information into corresponding boxes and hit submit. (Note: Check with your school if they have reimbursement programs for professional development type events.) Congratulations, you are registered for LEAD 2019!
