We Lifted the Cap on Kids!

Yesterday, the Massachusetts Senate voted (37-3) to override the Governor's veto and repeal the Cap on Kids, the state’s family welfare cap law. After the 6th attempt of trying to repeal this unjust and antiquated policy, it is finally history, and the message is clear: Massachusetts values all children equally.

Since 1995, the Cap on Kids has denied welfare benefits to children conceived while, or soon after, a family began receiving cash assistance benefits. As a result of the Cap on Kids, Massachusetts has been denying benefits to over 8,700 children living in deep poverty. The Coalition to Lift the Cap on Kids, is comprised of 125 organizations, including the Massachusetts Chapter of the National Association of Social Workers (NASW-MA). We are so proud to have contributed to this victory alongside our legislative allies and coalition partners, and to check another item off of our legislative priority list.

The family cap repeal is retroactive to January 1, 2019, and has to be implemented no later than September 1, 2019. Across the Commonwealth, thousands of our state's most vulnerable children and their families will finally get the support they deserve and need.

Massachusetts now joins the ranks of 33 other states, including Oklahoma, Wyoming, and Nebraska, that have repealed or refrained from enacting a similar policy.
