Clinical Social Workers Be Aware: PQRS 2013 Deadlines Approaching

Clinical Social Workers who are Medicare providers should participate in the 2013 Physician Quality Reporting System (PQRS). Participation increases practice revenue by .5 percent and avoids a 1.5 percent penalty in 2015 for not using measures in 2013.

Although participation in PQRS for 2013 is optional for clinical social workers and other Medicare providers, the Medicare Improvements for Patients and Providers Act of 2008 (MIPPA) made PQRS a permanent reporting program that uses incentive payments and payment adjustments to promote reporting of quality information. The 2013 PQRS program will end December 31, 2013 and clinical social workers will have the opportunity to submit 2013 PQRS claims until February 28, 2014.

It is not too late to participate in the 2013 PQRS program. Clinical social workers may do so by two means:

  1. Submit one valid measure through claims using PQRS measures during the reporting period of January 1-December 31, 2013. See online instructions at Reporting PQRS Measures for Medicare in 2013:
  2. Clinical social workers can avoid the 2015 PQRS payment adjustment by applying for the recently added Administrative Claims option. By selecting this method, clinical social workers will avoid the 2015 payment adjustment but will not receive the payment incentive of .5 percent for 2013 PQRS participation. To use the Administrative Claims option, clinical social workers must sign up for participation by October 15, 2013. Using this method allows the Centers for Medicare and Medicaid Services (CSM) to compile the quality information for the clinical social worker. Thus eliminating the need for clinical social workers to report quality data codes. CMS will use claims data to calculate a quality score for administrative claims quality measures. Clinical social workers may sign up for this option via PV-PQRS system online by:
NASW encourages clinical social workers to become familiar with the traditional PQRS reporting methods through the claims self-reporting option discussed in number 1 of this document. Doing so helps prepare clinical social workers for PQRS 2014 and avoids further delay in becoming familiar with PQRS.
